Councilman James Benoit introduced bill 78-10 at the August 16 AA County Council meeting.
If passed, the bill will grant a property tax credit for five (5) consecutive years (maximum of $1,000) to an individual who purchases a newly constructed GREEN home that is certified by 3rd party certification as LEED Silver (40% credit), Gold (60% credit) or Platinum (80% credit).
Construction must have been completed by July 1, 2010 or after. The bill does not include the equivalent National Association of Home Builders, National Green Building Standard. HBAM will push to get this included in the bill at the equivalent levels as what is currently proposed for LEED.
Encouraging green home construction promotes economic health and well being of a family, community and the environment. Green homes are healthier, more durable, more energy efficient and have a smaller environmental footprint than a conventional home. More efficient homes have far less of an impact on our vital natural resources, the community and the environment.
Since the County Council will not meet in November because of elections, this bill needs to be passed before the 2nd meeting in October. A hearing has been scheduled for Monday, September 20 at 7:00 p.m. in Annapolis. If you are interested in testifying in favor of this bill, please contact me.
